FBC goes COP28 - What is COP28?

What is COP28?

2023 will be another historic year for the UAE. The country is going to host the 28th session of the Conference of Parties (COP28) to the UNFCCC (United Nations Framework Convention on Climate Change) from November 30 to December 12. Dubai Expo City will serve as the main venue for both delegates and exhibitors.

COP is the apex decision making body of UNFCCC, established after the first Earth Summit in Rio in 1992 to deal with the growing threat of climate change. The Presidency and venue of the annual Summit rotate among the five recognised UN regions.

COP has achieved some significant outcomes since its first conference in 1995.

Wat has been achieved so far?

Some key outcomes from recent COPs include:

  • Defined work programmes on how all countries will adapt to climate change. For examples, see Finland’s Plan here and Dubai’s here.

  • Creation of funds to help low income and developing countries with their climate change adaptation efforts. COP27 in Egypt specifically committing to setting up a Loss and Damage Agreement.

  •  Acceleration of renewable energy deployment to ensure reduction in emission levels.

  •  Finalisation of guidelines for the implementation of the Paris Agreement*, including development of carbon markets that ensure fair competition and continued negotiations on Enhanced Transparency Framework to enhance trust in carbon reporting. Paris Agreement is an international treaty on climate change that legally binds all parties in its goal of limiting global warming below 1.5 degrees ℃. It was adopted during COP21 in 2015.

What will be on COP28 agenda?

Key agenda items for COP28 are likely to include:

  • Operationalisation of the Loss and Damage Fund. The $100 billion adaptation funding goal set at COP15 is yet to be fulfilled by high-income countries. Although there is an estimated daily loss of more than $200 million due to adverse climate, COP27 failed to take a stand on adaptation finance. The funding issue will no doubt feature prominently on the COP28 agenda.

  •   UN Secretary General, Antonio Guterres launched a plan at COP27 that allows all residents of the Earth to be covered by a multi-hazard early warning system over the next five years. At COP28 three follow-ups are likely to be prioritised – identifying gaps in the current systems; analysing the capabilities of people to handle the early warning system; moving ahead with implementation while making sure that funding is scaled up.

  •  A food and agricultural security plan was created at COP27. However, the plan overlooked important aspects such as nutrition, dietary shifts and existing mitigation and adaptation plans. An improved plan is likely to surface at COP28, supported by related initiatives such as the Agriculture Innovation Mission led by the US And UAE. AIM’s key aim is to increase the $8 billion funding for innovation in climate-smart agriculture to $10 billion by COP28.

  •  Beyond agriculture, oceans and oceanic life are likely to feature highly. As part of UAE’s Net-Zero 2050 strategy, the country has already made efforts to restore and enhance ecosystems like seagrasses, mangroves and salt marshes.

    What is UAE’s focus

  • UAE’s Presidency clearly reflects the government’s desire to proactively contribute to the global energy transition from carbon economies to ones fuelled by clean and renewable sources supported by technological advancements and climate-smart solutions. There is no doubt that the conference will focus heavily on the economic case for inclusive and just climate transition – and on the urgent need to find transformative solutions to the crises.

  •  It is clear that the oil and gas sector will continue to play an important role in the UAE and global economy for quite some time. Transition from hydrocarbons will take time and parallel efforts are required to ensure that global emissions will not exceed the critical 1.5 ℃ Paris Agreement threshold.

  •  Some of these parallel initiatives driven by the UAE’s commitment to become caron neutral by 2050  include:

  •  The AIM agricultural programme referred to earlier, with UAE’s $1 billion pledge.

  •  $17 billion has been spent so far to help small island nations cope with climate change impacts, and a further $400 million has been invested  to help developing countries transition to renewables.

  •  A Leadership Roadmap has been created with the aim to establish UAE as one of the leading producers and exporters of hydrogen.

  •  A first of its kind large scale carbon capture facility has been established.

  •  A plan to plant 100 million mangrove trees by the end of the decade is in place.

  •  In April 2022, the Barakah Nuclear Plant started its operations. Once fully operational, the greenhouse gas emissions of UAE’s power sector are expected to reduce considerably.

  •  A key renewables actor, Masdar, aims to generate 100 gigawatts of renewable power by the end of the decade, a goal that exceeds those set by some of the largest European nations, making UAE’s per capita renewable energy generation one of the highest in the world.

  •  Going by global reports and media coverage, significant expectations are being placed on COP28 – decisive, transformative and practical solutions are being expected and sought to the escalating climate crises that is now our reality. As Sultan Al Jaber, the President Designate of COP28 recently underscored,  “this year’s Summit must be a COP of action, one that moves the world from talking about goals to getting the job done”.

We at FBC wish that you will join this globally significant  event with us!

The Nordic Mentorship Program - testimonial

I participated in the Nordic Mentorship Program 2021-2022. I was just starting up my own business and I was looking to have someone to exchange my ideas with and to learn more about the UAE´s business world. During our meetings with my mentor, we discussed about concrete actions to be taken when starting up a business and brainstormed around my original business idea. Having someone experienced share his knowledge about the business life in this region helped me focus on the right things and it was just the kind of support and couching that I needed. Throughout the year Nordic Business Councils organized events for all the attendees in the program and these events were perfect for networking and having meaningful discussions with like-minded people. The best thing about this program is that the mentorship is built entirely on your personal goals and together with the mentor you try to find ways to achieve them. I highly recommend this program to everyone!

FBC Dubai Lions, Mighty Camels Dubai Covid Cup 2021

After more than a year of the Covid-19 restrictions related to sport and travel, Ice Hockey is strongly alive and well in Dubai, on the outskirts of the desert.

The Finnish Business Council presented again its own teams FBC Lions to Dubai Mighty Camels Covid Cup Ice Hockey Cup held in Al Nasr Leisure Land Ice Rink on the 8th-10th of April 2021.

In total, 14 teams participated to the exiting end of season event. The FBC Lions played in traditional Beer Division which had four teams. In initial series, the team won two important matches and lost one. In semi-finals, the FBC Lions played against the Might Camels 2 team and won with big numbers 5-1. The final was played against the Rubens Veterans, the team containing several former Russian professional players. Unfortunately, the FBC Lions lost the exciting and tight match 1-2.

Great job team FBC Lions!

The Nordic business council's mentorship program was a big success!

The Nordic business council's mentorship program for 2020-2021 culminated in a final gala dinner on May 18th, 2020 at the beautiful Bussola restaurant. We got to hear some wonderful inspirational stories from both mentors and mentees, and everyone agreed that the program was a big success! The program had mentors and mentees from all four Nordic business councils.

The 6-month program was kicked off by an open call for mentors and mentees in October 2020. On November 18th the program was officially launched and the matchmaking with the mentors and mentees was made.

I joined the program as a mentor, inspired by the great experience that I had in the past from the Finnish Chamber of Commerce’s woman leaders’ mentoring program. I was assigned a mentee who had recently started her own business, and was looking for ideas and guidance on the next steps. Starting your company can be a lonely journey, and a challenging one, especially given the current situation. My mentee was very active and better at agreeing on meetings and keeping schedule than I was. We met virtually on a monthly bases and discussed the business on a general level. During the course of the program, I also invited my mentee to tell her story to our entrepreneurship students at Abu Dhabi university. The mentee’s business plan was modified during the course of the program, not necessarily because of the guidance she was given, but following accumulated experience in the market. The program overall was a great experience, even though we missed one important aspect, networking among peers, due to covid-19 restrictions. The program is open to all existing and new members of the FBC. I would recommend everyone to consider participating in the next years’ edition that will be launched in September/October time!

Finnish Innovation –Openness, Specialization and Ecosystem Approaches

Finland and the UAE have interesting parallels in their economic development. The UAE is investing heavily in developing the bases for its’ knowledge economy for the post-oil era, which in essence is the same transformation that Finland had to undergo in 1990’s after the decline of the paper industry. Both countries focus on the same priorities, namely specialization in selected industries, education, innovation, strategic partnerships, and parallel socio-economic development. The means and contexts are different, but there are approaches and learnings that the Finns experimented with, and could share with the UAE, and in a dialogue assess their applicability to the local situations.

One of the key pillars for the Finnish transformation was the ecosystem focused approach. Each stakeholder in the economic development was involved in their capacity, and new research and development, public procurement and economic support programs were experimented with. Focus was on joint collaboration, community building and building shared vision and consensus. National funding agencies and especially Business Finland was in a pivotal role in this development with the SHOK programs that developed the culture of consortium R&D, SME support programs that helped post-Nokia entrepreneurs, and international collaboration that opened doors to Europe for many Finnish companies.

Such models are adopted also in the UAE, especially in the public-private-partnership programs, where the focus is on innovativeness and co-creation. These government calls for proposals can be a great opportunity for Finnish companies to gain foothold in the market. Expo2020 is a tangible example of this, with numerous Finnish companies being awarded grants and deals with the organizers.

The second key pillar was openness and innovation. Government programs were open for all participants, and the expectation was to create new jobs, engage with start ups and target international growth. Public sector took a pro-active role in development, and focused on improving citizen perception of public governance through extensive citizen engagement programs. Academia worked extensively with both sectors in order to ensure the relevance and rigor of their research. Openness and participatory innovation methods worked well with highly educated citizens that take inclusiveness and opportunity to influence societal development as a default assumption.

Current COVID-19 pandemic has shown the importance and power of societal resilience. As we are slowly recovering and discovering what is the new normal for us, there is a call for innovations for the whole range of everyday life events. Finnish way of living has always been supporting circular economy and sustainability by default. Some of the recycling, sharing economy and prosumer behaviors are so ingrained in our minds that we may not even realize their value as exports. Such areas include food production, alternative medicine, preventative healthcare and recycling, among others. The opportunity is there, it is now up to us to consider how to package them as attractive commercial offering!

FBC will continue to inform its’ members of these opportunities. Networking events and industry specific programs will further help finding value chain partners for building joint offering and innovations. Please stay tuned and help us match the right competences with the emerging opportunities in the UAE market!

Business Breakfast - Conscious Consumerism

January Business Breakfast was presented by Maria Sillanpää, Founding Director of Sustainability Advisory. A recent first-of-its-kind conscious consumer insight study published by Sustainability Advisory was presented. It showed that 77% of the UAE respondents had become more sustainable in their consumer behaviors during the previous 12 months. Many would do more but there is a lack of sustainable choices from business. Tougher regulation was also called for better infrastructure for recycling and public transport. 98% of the respondents felt anxiety about climate change.

Site visit to Expo2020

In the end of January FBC was invited to take part of 'The World's Greatest Show in the Making' tour - an exciting and free sneak preview of the 4.38 square km expo site as it nears completion. We learned about the journey through the history of World Expos and then boarded the bus for a tour of the site and its most iconic structures - all accompanied by fun facts and figures on what is fast shaping up to be the world's greatest show.

Finland is one of the first countries to complete structural works on its pavilion. The Snow Cape pavilion is located within Expo 2020 Dubai’s Mobility district.
